City of Phoenix On-Call Environmental Services
FM GROUP INC has provided On-Call Asbestos and Lead-Based Paint Identification and Abatement Oversight and Final Clearance Activities for various City of Phoenix projects since 1997. During this time, FM GROUP INC has conducted multiple NESHAP-Compliant Asbestos Surveys and HUD-Compliant Lead-Based Paint Surveys that include preparing estimates of Abatement costs. Many of these surveys were in support of the City’s acquisition and demolition program for local area improvements, Light Rail expansion, Sky Harbor expansion, or upgrades to existing City facilities. Recent projects include:
Sky Harbor International Airport (Terminals 2, 3, and 4, Executive Terminal, West Air Cargo, Tracon Tower and Former AVIS Rental Car Facility): Asbestos & Lead-Based Paint Inspections, Technical Specifications, Abatement Oversight and Final Clearance Activities.
Community Noise Reduction Program (CNRP): Asbestos and Lead-Based Paint surveys for numerous homes surrounding that airport. Also performed Abatement Oversight and Final Clearance Activities.
Steele Indian School Park (Dining Hall, Memorial Hall, Band Building and Utility Tunnel System): Asbestos & Lead-Based Paint Inspections, Management Plans, Technical Specifications, Abatement Oversight and Final Clearance Activities.
Arizona Department of Transportation On-Call Environmental Services
FM GROUP INC has been contracted with the State of Arizona since 2006, providing various NESHAP-Compliant Asbestos and HUD-Compliant Lead-Based Paint Inspections, Abatement Oversight and Final Clearance Activities. Recent projects include:
Galleria Palms Apartments: Asbestos and Lead-Based Paint Inspection and Abatement Oversight of 14 buildings prior to demolition.
Administrative Services Building: Abatement Oversight and Final Clearance Activities.
ADOT Durango Maintenance Yard: Abatement Oversight and Final Clearance Activities.
Tempe Elementary School District No. 3 Environmental Consulting Services
For more than twenty years, FM GROUP INC provided Asbestos Consulting Services for multiple Tempe Elementary School District (TD-3) projects. During the period of our on-call contracts, we conducted AHERA required 3-Year Re-Inspections and AHERA required 6-Month Surveillance Inspections at all 27 of the District’s active, multi-building, elementary, intermediate and administrative facilities. In addition, we conducted numerous NESHAP-Compliance Inspections of school facilities prior to Renovation/Demolition activities, develop Management Plans with updated CADD Drawings, develop Technical Specifications, and conduct Abatement Oversight for Asbestos Abatement Operations including Final Clearance Activities. Throughout the period of these contracts, we also supported all of TD-3’s SFB Deficiency Corrections Asbestos-related work. In addition, we completed selective Lead-Based Paint Inspections by chip-sampling and the XRF methodologies, sampling for lead in drinking water, Removal Oversight and Clearance Activities; and Indoor Air Quality Investigations at various facilities.

Phoenix Theatre Complex
FM completed Asbestos Identification, Abatement and selective demolition of interior walls and ceilings at the Phoenix Theatre Complex for the City of Phoenix. We performed NESHAP Compliance Inspections, Contract Administration, Asbestos Abatement Supervision, Final Clearance Activities and prepared Abatement documentation. Our team of in-house professionals was able to complete the Asbestos Identification and Abatement Supervision ahead of schedule, allowing renovations to commence early. We were also able to salvage select items for re-use in the facility. In most cases, we found a similar suite of problems:
Non-existent, incomplete and/or incorrect Asbestos Inspections
Work schedules that required us to survey and sample at the owner’s convenience
Having access to some buildings limited by on–going retail or commercial operations
Short deadlines based on COP’s renovation schedule

Since 2004, FM GROUP INC has conducted on-call NESHAP-Compliant Asbestos and Lead-Based Paint Inspections for numerous City of Mesa projects. FM GROUP INC’s services are in support of the City’s acquisition and demolition program for local area improvements, or upgrades to existing City-owned or operated facilities. 411 Building, Arizona State University Downtown Campus
FM was contracted by the City of Phoenix to perform a Comprehensive (NESHAP-Compliant) Asbestos Survey and a HUD-Compliant Lead-Based Paint Survey using XRF methodology. Following the survey activities, FM was contracted with DPR Construction, Inc. to develop Technical Specifications for selective removal of previously identified materials, provide Oversight services during Abatement and perform Final Clearance activities following Abatement. Challenges for this project included coordination with multiple subcontractors while on an accelerated schedule. This was a straightforward project in which each room was inspected and then sampled for both Asbestos and Lead-Based Paint using the appropriate regulatory protocol.
Fort Huachuca Military Reservation, 165 Homes
On March 25, 2008 the Army announced its selection of Michaels Military Housing, LLC to create the Community Development and Management Plan for Fort Huachuca as part of the Army’s Residential Communities Initiative (RCI). The partnership between Michaels Military Housing and Fort Huachuca Army RCI, created Mountain Vista Communities.
In 2009, Michaels Military Housing and Prestige Renovations, LLC contracted with FM GROUP INC to provide NESHAP Compliance Asbestos Inspections and HUD Lead-Based Paint Risk Assessments for 165 single family homes slated to be demolished. This project is part of a larger development plan for the client to redevelop base housing at Fort Huachuca. Our services also included Abatement Oversight, including Air Monitoring Activities.
University of Arizona College of Medicine
FM was contracted by DPR Construction, Inc. to provide updates to the existing Asbestos and Lead-Based Paint Surveys for three buildings remaining at the Old Phoenix Union High School site being converted into the College of Medicine for the University of Arizona. We performed the necessary survey updates, developed technical specifications for Abatement, and provided Abatement Oversight and Final Clearance Activities. Challenges for this project included project coordination of multiple buildings with multiple subcontractors on an accelerated schedule.
On-Call Environmental Consulting For Housing Complexes
Maricopa County Risk Management Department
Since 1996, FM has provided On-call Environmental Consulting Service for Maricopa County Risk Management Department (MCRM). We were contracted to perform NESHAP Compliance Asbestos Inspections and HUD Lead-Based Paint Risk Assessments. We also conducted HUD Lead-Based Paint Inspections by the XRF methodology with the assistance of our lead inspection subcontractor. The projects included 50 scattered site projects, multi-family and single-family residences, and six housing complexes all owned by the Maricopa County Housing Department. Additionally, we performed a Transaction Screen Assessment on each property. At the completion of the fieldwork, we developed a Report of Findings, Asbestos Management Plans and Lead Hazard Control plans to include CADD floor plans for each property. In most cases we found a similar suite of problems:
Non-existent, incomplete and/or inaccurate Lead-Based Paint surveys,
No previous Asbestos Inspections,
No floor plans available on scattered site residences,
Work schedules that required us to survey and sample at the owner’s convenience.
Park Place, 500 North 3rd Street, Arizona State University Downtown Campus
FM was contracted by City of Phoenix to provide an Asbestos and Lead-Based Paint Surveys at the Park Place building in downtown Phoenix to be converted into the Downtown ASU Campus. The 4 story, 240,000 square feet building also included a Microbial Investigation and Abatement Oversight due to a water intrusion problem which arose during Construction activities. FM performed the necessary survey updates, developed technical specifications for Abatement, and provided Abatement Oversight and Final Clearance Activities. Challenges for this project included project coordination with multiple subcontractors on an accelerated schedule.
Residential Sound Mitigation Services Program
In 2007, FM entered a multi-year contract with CSDA Architects (prime architect) to conduct the City of Phoenix' FAA mandated Residential Sound Mitigation Services Program for residences in Phoenix and Tempe. This program was a continuation of the City of Phoenix’s on-going noise mitigation efforts. FM conducted HUD Lead-Based Paint and NESHAP compliance Asbestos Assessments which included preparing estimates of Abatement costs for over 100 residences, and have conducted Abatement Oversight, including Air Monitoring Activities for Asbestos removal services on over 350 houses. Our responsibilities included having to coordinate access to all residences with the owners or tenants, work schedules that required us to survey and sample at the owner’s convenience, and short deadlines based on project funding timeliness. This project was Federally funded.
